The permit application process can be divided into three main stages, following these steps
1. Building permit for construction, alteration, or demolition (Form A.1)
Before you begin excavating or driving piles, building regulations require you to obtain permission to inspect the structural safety, setbacks, and property boundaries.
- Responsible agency: Local government organization in that area (e.g., municipality, sub-district administrative organization, or district office)
- Required documents: Architectural and structural engineering drawings signed and certified by professional architects and engineers, structural calculation sheets, and land title documents.
2. Factory operating license (Form R.N. 4)
This is the most important license for the industrial sector. It is a document that confirms your factory can operate its machinery and conduct production activities legally according to the laws of the Ministry of Industry.
- Responsible agency: Department of Industrial Works or Provincial Industrial Office.
- Important Conditions:The law categorizes factories into three types based on machinery horsepower and the number of workers. Medium and large-sized factories (Category 3) must obtain a Factory License (Form R.N. 4) before construction and operation can begin.
3. Notification of Commencement of Factory Operations and Building Construction Certificate (Form A.6)
Once the construction and installation of the machinery are complete, and before pressing the button to start the actual production line, you must notify the relevant personnel to inspect everything again.
- Inspection: Officials will come to check whether the building was constructed according to the approved plans (Form 6) and whether the safety systems, wastewater treatment systems, and machinery are installed to the standards specified in the Factory License Report (Form 4).
Important things to check as well: "Zoning Area Color Scheme" and "EIA"

- Comprehensive City Planning (Zoning): Each plot of land is clearly assigned a color, such as purple zones (industrial and warehouse land) or green zones (agricultural land). Make sure that your type of factory is permitted to be built in that specific zone.
- Environmental Impact Assessment (EIA): For certain types of large-scale plants or those at risk of causing pollution (such as power plants, steel mills, or chemical industries), the law requires the approval of an EIA report before an application for a factory license (Form 4) can be submitted.
